The goal of this change is to reduce paperwork and speed up the licensing process. This will help doctors, nurses, and other health workers to work more easily across the UAE.

Faster, simpler license transfers for healthcare workers
Healthcare professionals no longer need to undergo full reassessments when transferring their licences between Abu Dhabi and Dubai. The process now requires 70% less paperwork and fewer steps. Automated checks via the DataFlow system verify credentials quickly and accurately, reducing the hassle and wait times for busy medical staff.
The Ministry of Health redesigned the entire licensing process, merging multiple services and eliminating duplicate steps. This means what used to be 17 separate licensing services is now handled through just seven streamlined ones. The change is part of the UAE’s wider “Zero Bureaucracy” strategy, which aims to remove red tape and deliver faster, more user-friendly government services.
Officials say this update will help attract and retain skilled healthcare workers in the UAE by making it easier to move and practise between emirates. It also supports the goal of providing high-quality, accessible healthcare to all residents.
