Domestic Workers in UAE: MOHRE Sets New Hiring Rules

The UAE Ministry of Human Resources and Emiratisation has introduced a clear legal framework defining the responsibilities of recruitment centres. It is introduced for hiring domestic workers in UAE. The move is part of a wider effort to improve protection, transparency, and accountability in the domestic labour sector.

Six legal obligations for licensed recruitment agencies and four major responsibilities for employers are outlined in the updated regulations. The ministry said they will improve worker rights and make the hiring process more organized and equitable.

Recruitment centres hiring domestic workers in UAE are now required to follow six key legal obligations. Which are set by the UAE Ministry of Human Resources and Emiratisation. These include using official employment contracts approved by the ministry. And educating workers about UAE customs and how to file complaints if necessary. Agencies must also ensure that replacements or refunds are provided in cases where the contract is not fulfilled, and they are responsible for covering return travel when employment arrangements fall through. In addition, medical examinations must be completed within 30 days of the worker’s arrival, and proper accommodation must be arranged if a worker needs to return early.

On the other hand, employers hiring domestic workers in UAE must also meet four legal responsibilities. Employers must pay all recruitment and processing fees. They must also ensure that salaries are paid on time, as stated in the contract. In addition, they are required to provide necessary medical care. Employers must offer safe and appropriate living conditions, along with the tools needed for the job. These rules aim to establish a fair and transparent hiring process that safeguards both employers and workers.

The UAE Ministry of Human Resources and Emiratisation also requires refunds within 14 days if a worker leaves without valid reason or is medically unfit. Additionally, employers must grant workers 30 days of paid leave annually or two days per month during the probation period. Along with end-of-service benefits and return tickets.

The UAE Ministry of Human Resources and Emiratization fined more than 40 hiring firms for noncompliance with these requirements in the first half of 2025. Infractions included not issuing contracts, charging unlawful fees, and failing to replace employees while they were on probation.

Authorities have also taken action against unlicensed online accounts offering illegal domestic hiring services. The ministry urges all residents to hire through approved agencies to protect both employers and domestic workers in UAE from exploitation or fraud.

These legal reforms reinforce the UAE’s efforts to align domestic labor practices with international standards while improving working conditions across the sector.
